The President of the Local 4018 has the primary responsibility for the success of the local. The
President shall take general
responsibility for the
functioning of the local except as otherwise provided in the Constitution or when
that duty is officially
delegated to another member of the Federation. It shall be the responsibility of the
President
to . . .
- Preside at general membership meetings
- Cast a deciding vote on all questions of equal division
- Appoint all committee chairpersons
- Act as a member ex-officio on all committees except the nominating
committee
- Sign necessary papers and documents
- Plan, with the assistance of the Executive Board, the goals, programs and meetings of the
local
- Be responsible for polling the Executive Board when necessary
- Maintain communication with other local federations through the Area Council, local presidents, workshops,
etc
- Become familiar with AFT-MFT programs, policies, communications and inform
members
- Be familiar with Roberts Rules of Order
- Attend or appoint members to attend all school board meetings
- Maintain communication with District Superintendent, Board Chairperson,
Human Resources Executive Director, etc
- Prepare an agenda, in advance, for each meeting
- Meet with the Executive Board regularly
- Develop and publish a calendar of general membership meetings, Executive
Board meetings, socials and other dates
to be remembered
- Transact such other business as normally pertains to the office

Pre-meeting planning
- Confirm time and place
- Check room readiness (chair & table arrangement,
blackboard, chalk, P.A. system if needed)
- Notify press, radio, TV, if appropriate
- Notify or remind guests of meeting (location, directions),
confirm speaker's role and check other agreements such
as fee if any,
etc. If speaker or guest is to appear late in the meeting specify the
time.
- Make publicity arrangements
- Check with social committee about refreshments
- Notify MFT Staff liaison
After the meeting
- Send letter of thanks to speakers, guests, others
- Send reminders to members assigned special duties
- Notify persons and committees affected by actions taken
- Place dates decided upon in the calendar
- Send bulletin of important dates and announcements to
membership
- File what needs to be filed - enter new policies in policy
file.

| Vice-President |
| The Vice-President of Local 4018 is to assume the responsibilities
of the President in the event of his/her absence, death,
resignation or disability,
until he/she has returned or a successor is elected. In addition to this
important function many locals
place the responsibility of membership chairperson in this office.
The Vice-President should not only familiarize himself/herself
with the duties of
the President but should be delegated by the President to assist in carrying out the
functions of the President. |

| Treasurer |
The Treasurer of Local 4018 is responsible for all monies and records of all financial transactions. The
Treasurer is
responsible to . . .
- Collect or secure collection of all monies due the Federation
- Deposit all monies in a bank approved by the Executive Board
- Pay by check only all approved bills
- Issue proper receipts
- Initiate vouchers for disbursements and receipts
- Keep an adequate set of accounting records
- Inform qualified persons or committees, upon request, of the status of
the budget
- Secure and issue all application blanks and membership cards
- Assist building stewards in all financial matters
- Notify members in arrears by statement and/or letter
- Keep an up-to-date list of the membership, a copy of which shall be forwarded to the national
office
- Serve on the auditing committee
- Assist in the preparation of an annual report

| Secretary |
The Secretary of Local 4018 is responsible for all correspondence and records
the proceedings of all Federation meetings. The
Secretary is responsible to . . .
- Take the minutes and keep a permanent record of Federation business and
activities
- Keep a systematic method of filing:
- Letters received
- Copies of letters sent
- Treasurer's reports
- Membership roster
- Constitution and by-laws
- List of committee members, addresses and telephone numbers
- Copies of committee reports
- Miscellaneous items
- Send out notices of regular and special meetings
- Carry on correspondence of the Federation
- Take a place beside the President or chairperson of all meetings
Minutes
The Secretary will keep an accurate permanent record of the Minutes of the designated meetings.
The minutes should include:
- An agenda
- List of members (present, absent or excused), visitors, guests, representatives and/or
consultants
- State only motions that are made and seconded, with the names of maker and
seconder
- List items of unfinished business
- List important dates and facts to be remembered
- State time of adjournment
- Sign his/her name and provide space for President's signature of approval and
date
Recording motions - sample motion:

An action may be a consensus of those present and no vote is taken.

Recording remarks of speakers and discussion
A. Local rules will apply and such records may be in the minutes or in a separate
book
B. Be brief, concise, record differing points of view, don't record every
word
C. Report special instructions and procedures
Pre-approval of the minutes and final copy
A. Study the agenda and make a well-spaced skeleton outline of it.
As the meeting progresses, fill in the actions. When the
meeting is over/ the minutes will be about completed
B. Check with the speaker on quoted topics that are
controversial
C. Check with the President for
pre-approval
D. Type and have President sign.
E. Duplicate copies for next meeting.
F. Publish abbreviated minutes special bulletin or newsletter quickly

Committee |
| The Negotiation Committee shall prepare and substantiate all contract
proposals for approval of the membership and then shall

Management Committee |
| The Labor Management Committee shall act on all grievances submitted in
writing to the Labor Relations Committee. It shall present
to the Executive
Council a procedure for handling grievances. This committee shall cause the
procedure to be publicized as widely

| The Social Committee shall arrange such programs and entertainments as the
local may direct. It shall arrange for a minimum of one
social event during the
year. |

Committee |
| The Membership Committee shall contact all new support staff employees
informing them of the local's services and inviting them
to join. It shall
periodically contact those employees who are not members and urge them to join.
It shall keep the members up to
date on services provided by the local. |

pursuant to the current contract. |
