GENERAL SERVICES CLERK - PAYROLL

I. ACCOUNTABILITY OBJECTIVES:

The objective of this position is to manage the district Section 125 Flexible Spending Account and Section 403b Tax Sheltered Annuity Plans under the direction of the Director of Finance. Also, provide other clerical assistance to the Payroll Department as required.

II. POSITION CHARACTERISTICS:

Salary: On schedule
Length of contract:  12 months

III. POSITION RELATIONSHIPS:

Reports to: Director of Finance
Coordinates with: District staff
Type of coordination:  As directed by administrator or others with coordination responsibilities

IV. POSITION QUALIFICATIONS:

  1. Desired training and experience: Recent responsible accounting work experience which could include payroll processing; highly skilled in spreadsheet applications, preferably Excel, and experience/training in word processing programs, preferably Word. Working knowledge of Section 125 flexible spending accounts and Section 403b TSA's.
  2. Special requirements of the position: Ability to relate well to people, effectively communicate, and to resolve conflict. Ability to learn procedures and convey them to others. Ability to operate computer, calculator, fax machine, and copier.

V. POSITION RESPONSIBILITIES:

  1. Serves as liaison between school district and Section 125 flexible spending account vendor.
  2. Answers or researches the answer to all Section 125 Flexible spending program questions.
  3. Informs and makes presentations to all new employees of Section 125 plan program.
  4. Keeps current on Section 125 plan legal changes and developments.
  5. Coordinates between payroll department and computer center regarding Section 125 program matters.
  6. F. Performs filing duties as the program dictates.
  7. Reviews Section 125 plan reclassification request forms for accuracy and completeness.
  8. Files all tax shelter annuity reports with vendor companies.
  9. Performs annual TSA compliance testing utilizing district's software.
  10. Types letters and reports as required.
  11. Assists other members of the department as work loads vary.
  12. Aids in the processing of payroll.
  13. Performs other duties as assigned.
