PAYROLL AND BENEFIT SPECIALIST

I. ACCOUNTABILITY OBJECTIVES:

Under administrative direction, processes and interprets the payroll and benefit programs of the Board, performs related data processing functions; performs other related work as required.

II. POSITION CHARACTERISTICS:

Salary: On schedule
Length of contract:  12 months

III. POSITION RELATIONSHIPS:

Reports to: Assistant Superintendent for Business and Finance, Director of Finance
Coordinates with: Business Department personnel, data processing, district staff
Type of coordination:  As directed by administrator or others with coordination responsibilities

IV. POSITION QUALIFICATIONS:

  1. Desired training and experience: graduation from high school; completion of an accounting/bookkeeping program from a technical school or college; recent responsible work experience in payroll or related areas; experience/training in word processing and/or computers.
  2. Special requirements of the position:
    1. Thorough knowledge of data processing principles and procedures. 
    2. Thorough knowledge of payroll bookkeeping and/or accounting principles. 
    3. Considerable knowledge of federal, state, and department rules affecting payroll preparation. 
    4. Considerable knowledge of the district's employee benefit programs. 
    5. Ability to independently plan, develop, and implement payroll programs. 
    6. Ability to establish and maintain payroll deadlines, internal operating procedures, and complex record and work flow systems. 
    7. Ability to clearly interpret and communicate the various provisions of the payroll and benefit programs.

V. POSITION RESPONSIBILITIES:

  1. Establishes and implements departmental operating policies and procedures pertaining to the payroll process.
  2. Establishes a record and work flow system to meet the payroll needs of the District.
  3. Prepares a variety of state, federal and departmental employee benefit and payroll deduction reports.
  4. Develops and maintains record systems which are used in the production of a variety of payroll data.
  5. Interprets departmental and Board payroll policies for department employees, school officials and the general public.
  6. Develops and conducts an employee benefit counseling program for all employees of the District.
  7. Reviews unemployment claims and make effective recommendations as to appropriateness.
  8. Writes checks for payment of various fringe benefits including tax shelter annuities.
  9. Acts as liaison with department, federal and state personnel regarding rules, policies and problems affecting the payroll process.
  10. Performs other duties as assigned.
